Each signal category is a neuron. Each cognitive relation between two categories is a synapse. The synapses are not invented: they encode real dependencies (climate ↔ energy, satellite ↔ heat, cyber ↔ telecom, civil ↔ tourism, etc.). When a signal arrives, it propagates. The urban brain is explicit.
